How This Publication is Typically Used This document, ASME Section XIII, is a new standalone "Service Section," first introduced in the 2021 Edition. Its creation moved the specific technical requirements for pressure relief devices out of the various construction codes (like Sections I, IV, and VIII) and consolidated them into this single volume. Engineers, manufacturers, and inspectors use BPVC.XIII in two primary ways:

1. Certification of Relief Devices

This section is the definitive rulebook for manufacturers of the safety equipment itself. It contains mandatory requirements for the entire lifecycle of pressure relief devices, including:
  • Device Design and Construction: Rules for the design, material selection, inspection, assembly, and testing of various devices, such as:
    • Pressure Relief Valves (PRV) and Safety Valves.
    • Rupture Disk Devices (RD).
    • Pin Devices and other non-reclosing devices.
  • Capacity and Flow Certification: It defines the mandatory procedures for testing and certifying the flow capacity and flow resistance of these devices, ensuring they can actually relieve the required volume of fluid or gas to prevent overpressure.
  • ASME Markings: It stipulates the rules for authorized manufacturers to use the "V" stamp (for power boiler safety valves), the "UV" stamp (for pressure vessels), and the "UD" stamp (for rupture disk devices).

  • Installation Requirements: It provides rules for the proper installation of pressure relief devices, addressing factors like inlet piping effects and discharge piping, which are critical to the device's functional performance.
  • Overpressure Protection by System Design: It includes provisions for cases where system design (instrumentation, pressure controllers, or inherent limitations of the fluid source) is used as an acceptable method for overpressure protection, in lieu of or in combination with traditional pressure relief devices.
