This is the first edition of CSA TS-508, Roadway management on permafrost for northern communities . This Technical Specification (referred to as "this Document" from here on) is not a consensus project; that is, it is not a Standard and it has not been formally approved by a Technical Committee. CSA Group acknowledges that the development of this Document was made possible, in part, by the financial support of the Standards Council of Canada, as part of the Northern Infrastructure Standardization Initiative (NISI), and with the input of the Standards Council of Canada's Northern Advisory Committee. NISI promotes the development and update of standards to adapt northern infrastructure to climate change. CSA Group acknowledges the permission granted by the Transportation Association of Canada (TAC) to use and adapt content from their Guidelines for Development and Management of Transportation Infrastructure in Permafrost Regions. This Document was prepared and reviewed by the Working Group on Roadway Management for Northern Communities.
This Document provides guidance for managing sustainable roadway systems serving northern communities. It is intended for stakeholders involved in the design, construction, and maintenance of roadways. Special consideration is given to environmental impact.
This Document pertains predominantly to roads in the permafrost regions that comprise northern Canada. It is intended to complement existing provincial and territorial guidelines and specifications.
This Document focuses on all-weather roads and roadways on permafrost and in areas with sensitive tundra.
This Document does not cover winter or ice roads.
This Document contains no requirements. In this Document, "should" is used to express a recommendation or that which is advised but not required and "may" is used to express an option or that which is permissible within the limits of the Document.
